If you are planting bare-root roses, soak them in water for at least 24 hours before placing them in the soil. Both bare-root and potted roses should be planted about 24 inches deep, with a hole large enough to accommodate the roots. Fill the hole with soil, add some well-rotted manure, and water it well.
Then mound additional soil around the base of the plant. Note that this is not necessary for actively growing roses.
